He studied Political Science in Kenya, Canada, and the United States, obtaining his doctorate at Johns Hopkins University School of Advanced International Studies (SAIS), Washington DC. He has authored and edited 11 books and monographs, including Allies in Adversity: The Frontline States in Southern Africa Security (1994); Meddlers or Mediators? African Interveners in Civil Conflicts (2008); Sudan: The Elusive Quest for Peace, with Ruth Iyob (2006),  Security Dynamics in Africa&rsquo;s Great Lakes Region (2006);  Conflict Management and African Politics: Ripeness, Bargaining, and Mediation, with Terrence Lyons (2008) and African Foreign Policies: Power and Process, with Terrence Lyons (2001).
