La dur\u00e9e de la transition aura co\u00efncid\u00e9 avec celle d\u2019un mandat classique \u00e0 la magistrature supr\u00eame. La tenue du premier tour des \u00e9lections pr\u00e9sidentielles le 25 octobre prochain marquera-t-elle la fin du r\u00e9gime actuel ? Le doute reste permis. Alors que la campagne officielle d\u00e9bute avec ses trente-trois candidats, le climat est loin de s\u2019apaiser, bien au contraire. Les confrontations et provocations entre les \u00e9quipes adverses sont monnaie courante. Les rues deviennent le th\u00e9\u00e2tre de d\u00e9bats hors des exigences de l\u2019Etat de droit et de la d\u00e9mocratie. Or, la restauration de ces deux attributs essentiels au r\u00e9tablissement d\u2019une R\u00e9publique malgache forte et pacifi\u00e9e est au coeur de tous les discours. Rien dans les attitudes, ni dans les grands voeux des pr\u00e9tendants au titre ne laisse envisager une sortie de crise sans violence et dans le respect de la l\u00e9galit\u00e9. L\u2019ambiance d\u00e9l\u00e9t\u00e8re qui r\u00e8gne actuellement pr\u00e9sage de ce qui va se passer apr\u00e8s le premier tour. Mais les conditions pour une sortie de crise durable \u00e0 Madagascar sont-elles aujourd\u2019hui seulement r\u00e9unies ?<\/p>\n<p>Le bon d\u00e9roulement du premier tour du scrutin pr\u00e9sidentiel sera pr\u00e9pond\u00e9rant pour la suite des \u00e9v\u00e8nements mais ne saurait \u00e0 lui seul garantir une marche sereine vers le second tour et les \u00e9lections l\u00e9gislatives pr\u00e9vues le 20 d\u00e9cembre 2013. A cet \u00e9gard, la position de la communaut\u00e9 internationale, pourtant tr\u00e8s active depuis 2009, pose question. En effet, apr\u00e8s s\u2019\u00eatre m\u00eal\u00e9e de la situation au plus pr\u00e8s, elle semble s\u2019en \u00eatre d\u00e9sint\u00e9ress\u00e9e au pr\u00e9texte de non ing\u00e9rence. Son silence depuis la publication des dates d\u2019\u00e9lections vaut-il annonce de la fin de la m\u00e9diation ? Quelles que soient les raisons d\u2019une telle posture, le moment semble peu opportun pour laisser une nation malgache, fortement affaiblie, livr\u00e9e \u00e0 elle-m\u00eame. L\u2019espoir d\u2019une sortie de crise est permis, mais elle sera longue et difficile. L\u2019implication des acteurs nationaux et internationaux tout autant que celle des citoyens sera d\u00e9terminante pour une r\u00e9conciliation du peuple et de ses dirigeants.<\/p>\n<p>Afin de mieux comprendre les enjeux des \u00e9lections \u00e0 venir, il nous faut revenir sur l\u2019histoire m\u00eame de cette transition et les \u00e9v\u00e8nements qui ont marqu\u00e9 son existence. Il nous faut \u00e9galement comprendre les raisons de l\u2019\u00e9chec des multiples initiatives nationales et internationales en vue d\u2019une r\u00e9solution de la crise \u00e0 Madagascar.
