Consultante.<\/p>\n<p>Pr\u00e9vues initialement en juin 2007, les \u00e9lections l\u00e9gislatives n\u2019ont toujours pas \u00e9t\u00e9 organis\u00e9es en R\u00e9publique de Guin\u00e9e, deux ans apr\u00e8s l\u2019\u00e9lection pr\u00e9sidentielle de 2010 et bien que la Constitution de mai 2010 pr\u00e9voyait leur tenue dans un d\u00e9lai de six mois apr\u00e8s son adoption (art 159).<\/p>\n<p>Elles ont \u00e9t\u00e9 contrari\u00e9es par le d\u00e9c\u00e8s du g\u00e9n\u00e9ral Lansana Cont\u00e9, suivi du coup d\u2019\u00c9tat militaire du Conseil National pour la D\u00e9mocratie et le D\u00e9veloppement (CNDD) \u00e0 la fin d\u00e9cembre 2008 qui a entra\u00een\u00e9 la suspension de la Constitution et des institutions dont l\u2019Assembl\u00e9e nationale. Des querelles internes au CNDD cons\u00e9cutives au drame du 28 septembre 2008 durant laquelle la junte a r\u00e9prim\u00e9 une manifestation de l\u2019opposition par des massacres, tortures et viols, poussent son aide de camp \u00e0 faire feu sur Dadis Camara qui est \u00e9cart\u00e9 du pouvoir. Son Ministre de la d\u00e9fense, Sekouba Konat\u00e9 lui succ\u00e8de et engage le processus de transition. Celui-ci repose sur l\u2019accord de Ouagadougou sign\u00e9 le 15 janvier 2010 sous la m\u00e9diation du Pr\u00e9sident Blaise Campaor\u00e9, qui pr\u00e9voit l\u2019\u00e9lection pr\u00e9sidentielle dans un d\u00e9lai de six mois, la mise en place des organes de Transition et la restructuration de l\u2019arm\u00e9e mais ne mentionne pas les \u00e9lections l\u00e9gislatives. En application de cet accord, Jean-Marie Dor\u00e9 est nomm\u00e9 Premier Ministre Chef du Gouvernement. Un Conseil National de Transition (CNT), assurant le r\u00f4le de Parlement de transition, est mis en place.
