En trente et un an d\u2019existence quel bilan tir\u00e9 de son action ?  A-t-elle contribu\u00e9 \u00e0 faire de la zone de l\u2019oc\u00e9an indien une zone \u00e9conomiquement int\u00e9gr\u00e9e ? L\u2019insularit\u00e9, l\u2019absence d\u2019infrastructures a\u00e9roportuaire et maritime font de cette zone l\u2019une parmi les moins int\u00e9gr\u00e9es du continent africain.<\/strong><\/p>\n<p>La Commission de l\u2019Oc\u00e9an Indien (COI) nait des accords de Victoria de 1984. Elle est constitu\u00e9e de cinq pays membres dont Madagascar, les Comores, Maurice, les Seychelles et France-R\u00e9union.<\/p>\n<p>Apr\u00e8s trente ann\u00e9es d\u2019existence, l\u2019on peut s\u2019interroger sur ses r\u00e9alisations et son positionnement face \u00e0 d\u2019autres organisations r\u00e9gionales qui affichent des objectifs plus ambitieux.Des organisations telles que le Common Market for Eastern and Southern Africa (COMESA), la Southern African Development Community (SADC) et l\u2019East African Community (EAC) pr\u00e9sentent des bilans plus ambitieux en mati\u00e8re d\u2019int\u00e9gration \u00e9conomique et r\u00e9gionale. La COI doit-elle se repositionner ?<\/p>\n<p>La COI apparait comme une organisation plus politique que les autres organisations r\u00e9gionales.V\u00e9ritables communaut\u00e9s \u00e9conomiques,elles ont initi\u00e9 \u00ab la tripartite \u00bb,regroupant COMESA, SADC et l\u2019EAC dans l\u2019objectif de constituer une vaste zone de libre \u00e9change.Cela requiert une harmonisation des r\u00e8gles et proc\u00e9dures.<\/p>\n<p>La COI a men\u00e9 des activit\u00e9s et a mis en place divers projets relatifs \u00e0 l\u2019\u00e9ducation, \u00e0 la culture, \u00e0 la sant\u00e9, \u00e0 l\u2019environnement et dans une moindre mesure, \u00e0 l\u2019\u00e9conomie.<br \/>\nElle est active aussi dans la promotion de la bonne gouvernance et la d\u00e9mocratie et a soutenu les processus \u00e9lectoraux dans la r\u00e9gion.<\/p>\n<p>Economiquement, les \u00e9changes intra COI repr\u00e9sentent moins de 5% alors que ceux du COMESA sont de 10%.<br \/>\nQuel r\u00f4le peut alors jouer la COI pour une int\u00e9gration \u00e9conomique plus pouss\u00e9e de ses \u00e9tats membres ?La R\u00e9union, d\u00e9partement fran\u00e7ais est r\u00e9gie par des r\u00e8gles fran\u00e7aises et europ\u00e9ennes, qui constituent de v\u00e9ritables freins aux \u00e9changes commerciaux avec les autres pays de la sous-r\u00e9gion aux standards moins exigeants.<\/p>\n<p>En outre les Comores, Madagascar, Maurice et les Seychelles appartiennent \u00e0 des communaut\u00e9s \u00e9conomiques, avec un mode op\u00e9ratoire \u00e0 la carte : selon les Etats membres, certains passent de zones de libre \u00e9change \u00e0 des unions douani\u00e8res avec l\u2019application de tarifs ext\u00e9rieurs communs. C\u2019est le cas de l\u2019EAC pour ses cinq Etats membres et du COMESA  pour certains de ses Etats membres. Les autres Etats b\u00e9n\u00e9ficient d\u2019un temps pour mettre en place les r\u00e9formes permettant de rejoindre plus tard, l\u2019union douani\u00e8re.<br \/>\nSur le plan \u00e9conomique il est donc de l\u2019int\u00e9r\u00eat des \u00e9tats membres de jouer plut\u00f4t la carte de ces trois communaut\u00e9s \u00e9conomiques qui vont se constituer \u00e0 terme, en une grande zone de libre \u00e9change, et laisser celle de la COI. <\/p>\n<p>Appartenir \u00e0 la COI offre une opportunit\u00e9 de discuter des questions d\u2019int\u00e9r\u00eats communs. Les enjeux insulaires sont pertinents pour les \u00eeles, ce qui n\u2019est pas le cas pour le COMESA, la SADEC ou l\u2019EAC. Les communaut\u00e9s continentales misent davantage sur les infrastructures routi\u00e8res et ferroviaires, ainsi que les enjeux transfrontaliers ; \u00e0 l\u2019inverse des \u00eeles qui doivent mettre l\u2019accent sur les corridors maritimes et a\u00e9roportuaire n\u00e9cessaires aux d\u00e9senclavements. <\/p>\n<p>Avec la pr\u00e9sence de la R\u00e9union-France, la COI en tant qu\u2019organisation n\u2019a pas sa place dans le processus de \u00ab la tripartite \u00bb, ce qui n\u2019emp\u00eache pas Maurice, Madagascar, les Comores et les Seychelles de prendre part aux discussions et d\u2019\u00eatre associ\u00e9es aux d\u00e9cisions du fait de leur appartenance au COMESA, \u00e0 la SADC et a l\u2019EAC. Il convient de pr\u00e9ciser que certains pays de l\u2019Afrique de l\u2019est et austral appartiennent \u00e0 deux, voire trois communaut\u00e9s alors que les Comores n\u2019appartiennent qu\u2019au COMESA.<\/p>\n<p>Il serait plus judicieux pour les Comores d\u2019int\u00e9grer l\u2019EAC qui avance plus rapidement en mati\u00e8re d\u2019int\u00e9gration r\u00e9gionale, du fait qu\u2019elle est constitu\u00e9e de cinq \u00e9tats, alors que le COMESA en compte dix neuf avec des niveaux de d\u00e9veloppement et des probl\u00e9matiques diff\u00e9rentes. Cependant rien n\u2019emp\u00eache non plus le COMESA de mettre en place des programmes g\u00e9n\u00e9raux et globaux pour les dix neuf \u00e9tats membres, mais aussi des programmes cibl\u00e9s pour des groupes d\u2019Etats qu\u2019on pourrait appeler des clusters et qui ont des probl\u00e9matiques similaires.
