L\u2019Union Africaine en sa qualit\u00e9 d\u2019organisation continentale unique, \u00e9tant la seule organisation continentale compos\u00e9e de la quasi-totalit\u00e9 des Etats du continent \u00e0 l\u2019exception du Maroc, a vocation \u00e0 d\u00e9ployer une action publique continentale.<\/p>\n<p>A travers l\u2019analyse de l\u2019action de l\u2019organisation, cet article voudrait d\u00e9montrer que l\u2019Union Africaine d\u00e9ploie une action publique continentale dans le domaine de la lutte contre le contre-terrorisme, laquelle mobilise les proc\u00e9d\u00e9s et m\u00e9thodes d\u2019une action publique.<br \/>\n[\/vc_column_text][vc_separator style=\u00a0\u00bbdashed\u00a0\u00bb][vc_column_text]<strong>PROBL\u00c9MATIQUE: <\/strong><br \/>\nL\u2019action de l\u2019organisation dans ce domaine est-elle en phase avec les exigences d\u2019une politique publique ?<br \/>\nComment le terrorisme est-il devenu un probl\u00e8me public continental ?<br \/>\nQuelles sont les modalit\u00e9s de d\u00e9ploiement de l\u2019action de l\u2019UA contre le terrorisme ?<br \/>\nQuels sont les instruments de l\u2019action de l\u2019Union Africaine ?<br \/>\nQuels sont les r\u00e9sultats de l\u2019action de l\u2019organisation panafricaine ?<\/p>\n<p><strong>CONTEXTE DE LA NOTE:<\/strong><br \/>\nSi on se r\u00e9f\u00e8re au nombre d\u2019attentats perp\u00e9tr\u00e9s \u00e0 travers le continent ces deux derni\u00e8res ann\u00e9es, l\u2019Afrique est actuellement le continent le plus frapp\u00e9 par le terrorisme. Ce ph\u00e9nom\u00e8ne transnational touche l\u2019ensemble du continent. L\u2019Union Africaine, en tant qu\u2019organisation continentale \u0153uvrant pour une Afrique int\u00e9gr\u00e9e et paix, d\u00e9ploie une action multiforme pour essayer d\u2019enrayer l\u2019activit\u00e9 des groupes terroristes.<\/p>\n<p>Les m\u00e9canismes, l\u2019organisation et les instruments de son action r\u00e9pondent aux crit\u00e8res d\u2019une politique publique. La n\u00e9cessit\u00e9 d\u2019identifier et de d\u00e9finir l\u2019action d\u00e9ployer par l\u2019Union Africaine comme action publique est plus que d\u2019actualit\u00e9, l\u2019institution m\u00e8ne actuellement une r\u00e9flexion sur son fonctionnement et les r\u00e9sultats obtenus une d\u00e9cennie apr\u00e8s sa cr\u00e9ation.<\/p>\n<p><strong>ID\u00c9ES MAJEURES:<\/strong><br \/>\n&#8211; La d\u00e9couverte par le continent de la violence du terrorisme et de l\u2019extr\u00e9misme a oblig\u00e9 les leaders africains \u00e0 faire du terrorisme un probl\u00e8me public continental.<br \/>\n&#8211; Les fondements de l\u2019action de l\u2019Union Africaine contre le terrorisme reposent sur une s\u00e9rie de d\u00e9cisions et des objectifs qui ont \u00e9t\u00e9 pr\u00e9alablement d\u00e9finis par les leaders africains et par l\u2019organisation.<br \/>\n&#8211; La politique de l\u2019organisation est donc orient\u00e9e par des instruments juridiques et des institutions lesquels d\u00e9finissent les facteurs g\u00e9opolitiques et g\u00e9ostrat\u00e9giques relatifs \u00e0 l\u2019action de l\u2019UA.<br \/>\n&#8211; Les r\u00e9sultats de l\u2019action de l\u2019Union Africaine sont limit\u00e9s en raison du contexte sociopolitique du continent mais l\u2019organisation a r\u00e9ussi \u00e0 restaurer l\u2019Etat de droit en Somalie malgr\u00e9 la persistance des actes terroristes perp\u00e9tr\u00e9s par les Shebab.<br \/>\n&#8211; L\u2019action de l\u2019UA est n\u00e9cessaire mais elle est confront\u00e9e \u00e0 un probl\u00e8me de pertinence et de coh\u00e9rence interne.<br \/>\n&#8211; L\u2019efficacit\u00e9 de l\u2019action de l\u2019organisation est remise en cause en raison de l\u2019augmentation du nombre d\u2019actes terroristes et des victimes.<br \/>\n&#8211; L\u2019Union Africaine doit aligner son plan d\u2019action \u00e0 la strat\u00e9gie mondiale de lutte contre le terrorisme et \u00e0 celles des autres continents ou \u00e9laborer une strat\u00e9gie continentale de lutte contre le terrorisme.<\/p>\n[\/vc_column_text][\/vc_column][vc_column width=\u00a0\u00bb1\/2&Prime;][vc_column_text]<span class=\"su-highlight\" style=\"background:#ffffff;color:#970000\">&nbsp;<a href=\"http:\/\/www.thinkingafrica.org\/V2\/wp-content\/uploads\/2016\/09\/NAP-47-UA-terrorisme-1.pdf\"><strong>TELECHARGEZ LA NOTE D&rsquo;ANALYSE POLITIQUE EN PDF<\/strong><\/a>&nbsp;<\/span>\n<div class=\"su-document su-u-responsive-media-yes\"><iframe loading=\"lazy\" src=\"\/\/docs.google.com\/viewer?embedded=true&url=http:\/\/www.thinkingafrica.org\/V2\/wp-content\/uploads\/2016\/09\/NAP-47-UA-terrorisme-1.pdf\" width=\"600\" height=\"400\" class=\"su-document\" title=\"\"><\/iframe><\/div>[\/vc_column_text][\/vc_column][\/vc_row]\n","protected":false},"excerpt":{"rendered":"<p>[vc_row padding=\u00a0\u00bb0&Prime;][vc_column width=\u00a0\u00bb1\/2&Prime;][vc_column_text]Par Ladislas Nze Bekale R\u00c9SUM\u00c9: La multiplication, d\u2019acteurs publics, est facteur de diversification de l\u2019action et des politiques publiques.
