Cette note se propose d\u2019identifier en quoi elle consiste\u00a0; les raisons de son inefficacit\u00e9\u00a0; et, les voies alternatives les plus optimales. Pour \u00eatre \u00e0 la hauteur des enjeux du multilat\u00e9ralisme, les \u00c9tats africains doivent relever trois d\u00e9fis principaux. Il s\u2019agit de la maitrise des phases des n\u00e9gociations multilat\u00e9rales et des th\u00e9matiques y aff\u00e9rentes\u00a0; le leadership dans les coalitions et le changement du comportement diplomatique des acteurs politiques africains\u00a0; et en dernier lieu, l\u2019institutionnalisation d\u2019un cadre de collaboration mixte (gouvernement &#8211; soci\u00e9t\u00e9 civile) pour \u00e9laborer des strat\u00e9gies de n\u00e9gociations, riches en termes de niveau d\u2019analyses. L\u2019auteur de cette note explique l\u2019actuel mode op\u00e9ratoire des \u00c9tats africains. Il le confronte aux dimensions comprises dans les d\u00e9fis susvis\u00e9s. Pour finir, il d\u00e9gage des recommandations qui, une fois appliqu\u00e9es, devraient abonnir la politique de n\u00e9gociation africaine dans ces rencontres internationales.<\/p>\n[\/vc_column_text][vc_separator color=\u00a0\u00bbgrey\u00a0\u00bb align=\u00a0\u00bbalign_center\u00a0\u00bb style=\u00a0\u00bbdashed\u00a0\u00bb][vc_column_text disable_pattern=\u00a0\u00bbtrue\u00a0\u00bb align=\u00a0\u00bbleft\u00a0\u00bb margin_bottom=\u00a0\u00bb0&Prime;]<strong>PROBL\u00c9MATIQUE: <\/strong><br \/>\nApr\u00e8s plus des cinquante ans de participation des pays africains dans le multilat\u00e9ralisme et des r\u00e9sultats mitig\u00e9s, il convient de se demander quelle a \u00e9t\u00e9, jusqu\u2019alors, leurs strat\u00e9gies de n\u00e9gociation et que faut-il \u00e0 amender dans ce domaine ? Telle est la pr\u00e9occupation principale de cette r\u00e9flexion.<\/p>\n<p><strong>CONTEXTE DE LA NOTE:<\/strong><br \/>\nCette note intervient \u00e0 un moment particulier o\u00f9 les deux questions essentielles qui polarisent les d\u00e9bats multilat\u00e9raux prennent des proportions encore plus importantes dans les rapports inter\u00e9tatiques. Sur plan du changement climatique, apr\u00e8s la conf\u00e9rence des parties tenue \u00e0 Marrakech du 7 au 18 novembre 2016 (COP22), les \u00c9tats expriment leurs volont\u00e9s de passer en action par rapport au plan de la COP21 de Paris. S\u2019agissant du commerce international, les discussions \u00e0 l\u2019OMC abordent un floril\u00e8ge des sujets qui examine chacun les diff\u00e9rents aspects du commerce international. Les exigences des r\u00e9solutions du multilat\u00e9ralisme1 sont g\u00e9n\u00e9ralement en contradiction avec la situation des pays africains.<br \/>\nCette r\u00e9flexion se veut une modeste contribution au solutionnement de l\u2019inefficacit\u00e9 des \u00c9tats africains dans les n\u00e9gociations multilat\u00e9rales.<\/p>\n<p><strong>ID\u00c9ES MAJEURES:<\/strong><br \/>\n&#8211; Le faible r\u00e9sultat des pays africains dans le multilat\u00e9ralisme est li\u00e9 \u00e0 une mauvaise pr\u00e9paration, le manque de ressources de qualit\u00e9 et d\u2019expertises les plus abouties.<\/p>\n<p>&#8211; La diplomatie de chaleur est la grande faiblesse des acteurs politiques africains. Ils signent les accords internationaux avec enthousiasme, mais la volont\u00e9 politique manque pour en faire le suivi et application.<\/p>\n<p>&#8211; La participation de la soci\u00e9t\u00e9 civile dans ces n\u00e9gociations devrait \u00eatre envisag\u00e9e dans une perspective de l\u2019institutionnalisation d\u2019un cadre de collaboration mixte au niveau de chaque pays.
