La d\u00e9claration d\u2019ind\u00e9pendance des touareg aid\u00e9s par des groupes int\u00e9gristes au nord Mali a \u00e9t\u00e9 suivie par une intervention militaire fran\u00e7aise, \u00e0 la suite de laquelle la r\u00e9bellion est entr\u00e9e en n\u00e9gociation avec les autorit\u00e9s. Le principal r\u00e9sultat de ces discussions est le plan de reconstruction post conflit de l\u2019Etat avec une d\u00e9centralisation int\u00e9grale suppos\u00e9 prendre en consid\u00e9ration les aspirations des populations pour l\u2019instauration d\u2019une paix d\u00e9finitive au nord. Le processus d\u2019acc\u00e9l\u00e9ration de la d\u00e9centralisation a \u00e9t\u00e9 entam\u00e9 en 2012, mais des interrogations subsistent quant \u00e0 la p\u00e9rennit\u00e9 de la paix dans cette r\u00e9gion qui fait face \u00e0 de nombreux maux.<\/p>\n[\/vc_column_text][vc_separator color=\u00a0\u00bbgrey\u00a0\u00bb align=\u00a0\u00bbalign_center\u00a0\u00bb style=\u00a0\u00bbdashed\u00a0\u00bb][vc_column_text disable_pattern=\u00a0\u00bbtrue\u00a0\u00bb align=\u00a0\u00bbleft\u00a0\u00bb margin_bottom=\u00a0\u00bb0&Prime;]<strong>PROBL\u00c9MATIQUE: <\/strong><br \/>\nQuelle est la contribution de la d\u00e9centralisation dans le processus de reconstruction de l\u2019Etat post conflit au Mali \u00e0 la suite de la crise de 2012\u00a0?<\/p>\n<p>Quelles sont les initiatives nationales d\u2019autonomisation des collectivit\u00e9s territoriales au Mali dans le contexte de recherche de la paix au nord\u00a0?<\/p>\n<p>La d\u00e9centralisation int\u00e9grale suffira t-elle \u00e0 \u00e9loigner du nord le spectre s\u00e9cessionniste \u00e0 la suite du conflit de 2012\u00a0?<\/p>\n<p><strong>CONTEXTE DE LA NOTE:<\/strong><br \/>\nCinq ans apr\u00e8s le conflit qui a \u00e9clat\u00e9 au nord du Mali et apr\u00e8s l\u2019organisation des \u00e9lections locales en novembre 2016, il est opportun de faire l\u2019historique du processus de reconstruction de l\u2019Etat au Mali. Il est particuli\u00e8rement int\u00e9ressant de s\u2019appesantir sur la d\u00e9centralisation territoriale consid\u00e9r\u00e9e comme solution \u00e0 cette crise de l\u2019irr\u00e9dentisme au nord du pays. Quatre ann\u00e9es apr\u00e8s l\u2019adoption de feuille de route et de la d\u00e9centralisation comme approche de r\u00e9solution de ce conflit, un calme apparent est revenu au nord mais se pose toujours la question de l\u2019enracinement de la paix dans les esprits de la population du nord Mali.<\/p>\n<p><strong>ID\u00c9ES MAJEURES:<\/strong><br \/>\n&#8211; La tentative de s\u00e9cession des populations touareg du nord Mali en 2012 a d\u00e9bouch\u00e9 sur des initiatives, de paix et de refondation de l\u2019Etat du niveau national \u00e0 l\u2019\u00e9chelle locale, avec la d\u00e9centralisation comme sp\u00e9cificit\u00e9.<\/p>\n<p>&#8211; Le Gouvernement malien a entam\u00e9 d\u00e8s 2012 l\u2019autonomisation des collectivit\u00e9s territoriales. La d\u00e9centralisation est consid\u00e9r\u00e9e dans ce processus comme \u00e9tant le principal vecteur de pacification des r\u00e9gions du nord. L\u2019autonomie des collectivit\u00e9s territoriales devrait permettre aux populations du nord de prendre elles m\u00eames en charge la gestion des affaires locales.<\/p>\n<p>&#8211; La d\u00e9centralisation int\u00e9grale parviendra t-elle \u00e0 contenir d\u00e9finitivement le sentiment irr\u00e9dentiste au nord Mali\u00a0? Cette partie du territoire est confront\u00e9e \u00e0 de nombreuses difficult\u00e9s indiquant que la d\u00e9centralisation \u00e0 elle seule pourrait ne pas venir \u00e0 bout du sentiment ind\u00e9pendantiste toujours vivace au nord.
