Toutefois, pour que ces initiatives soient capables d\u2019op\u00e9rer de profondes mutations sur les perceptions et les actions des acteurs susmentionn\u00e9s, un \u00ab\u00a0changement d\u2019\u00e9tat\u00a0\u00bb, capable de provoquer une \u00ab\u00a0rupture de continuit\u00e9\u00a0\u00bb en engendrant une \u00ab\u00a0nouveaut\u00e9 radicale\u00a0\u00bb dans la mani\u00e8re d\u2019adresser des r\u00e9ponses \u00e0 l\u2019extr\u00e9misme violent est n\u00e9cessaire. La pr\u00e9sente note fournit en 08 \u00e9tapes cl\u00e9s, un plan d\u2019action \u00e0 mettre en \u0153uvre pour construire ce \u00ab\u00a0changement d\u2019\u00e9tat\u00a0\u00bb. Cette mise \u00e0 jour s\u2019est mat\u00e9rialis\u00e9e par une mise en valeur de l\u2019approche de pr\u00e9vention qui enjoint d\u2019agir sur les fondements de l\u2019extr\u00e9misme violent en vue d\u2019emp\u00eacher sa p\u00e9rennisation \u00e0 moyen et long terme. Cependant, elle ne renseigne pas sur la proc\u00e9dure \u00e0 suivre pour rendre effective l\u2019appropriation de l\u2019approche de pr\u00e9vention de l\u2019extr\u00e9misme violent par les acteurs civils et institutionnels appel\u00e9s \u00e0 assurer son op\u00e9rationnalisation. C\u2019est cet angle mort qu\u2019il convient d\u2019\u00e9clairer afin d\u2019\u00e9viter de tomber dans le pi\u00e8ge des r\u00e9formes cosm\u00e9tiques, incapables de franchir le cap de la prise de conscience.
