Qu\u2019il s\u2019agisse d\u2019initiatives \u00e9manant des autorit\u00e9s politiques, avec la mise en place du budget-citoyen ou de la soci\u00e9t\u00e9 civile, comme l\u2019audit citoyen, on observe un int\u00e9r\u00eat croissant des citoyens pour la chose publique. Cet int\u00e9r\u00eat est l\u00e9gitime et se fonde sur une kyrielle de textes juridiques nationaux et internationaux. Ce contr\u00f4le citoyen des finances publiques s\u2019inscrit dans une logique de transparence et vise \u00e0 am\u00e9liorer la gouvernance si souvent d\u00e9cri\u00e9e en Afrique francophone.<\/p>\n<p><strong>CONTEXTE : <\/strong><br \/>\nCette note s\u2019ins\u00e8re dans un contexte politique marqu\u00e9 par des scandales de corruption et de d\u00e9tournement des fonds publics qui se r\u00e9pandent en Afrique francophone comme une tra\u00een\u00e9e de poudre. En d\u00e9pit de l\u2019existence des organes de contr\u00f4le de l\u2019\u00c9tat, cet \u00e9lan semble difficile \u00e0 \u00eatre contenu. C\u2019est pourquoi, \u00e0 la faveur de l\u2019\u00e9mergence d\u2019un contr\u00f4le citoyen des finances publiques, un nouvel espoir est en train de germer.<\/p>\n<p><strong>IDEES MAJEURES : <\/strong><br \/>\n&#8211; Le contr\u00f4le citoyen des Finances publiques est consacr\u00e9 aussi bien par les textes juridiques internationaux que nationaux ;<br \/>\n&#8211; Le contr\u00f4le des finances publiques s\u2019inscrit dans une logique de transparence ; Le contr\u00f4le des finances publiques vise \u00e0 am\u00e9liorer la gouvernance.<\/p>\n<p><strong>PROBLEMATIQUE : <\/strong><br \/>\nLe contr\u00f4le citoyen des finances publiques est-il une r\u00e9alit\u00e9 dans les \u00c9tats d\u2019Afrique francophone ?
