La premi\u00e8re institution l\u00e9gif\u00e8re et contr\u00f4le, la seconde ex\u00e9cute les \u00e9dits adopt\u00e9s par la premi\u00e8re.<\/p>\n<p>Ainsi, le gouvernement provincial est investi avec l\u2019adoption de son programme d\u2019action. Le programme connait des d\u00e9ficits continus dans sa mise en \u0153uvre, pour plusieurs facteurs. Il s\u2019agit, entre autres, d\u2019un manque de strat\u00e9gie de suivi par un chronogramme de r\u00e9alisation, mais \u00e9galement d\u2019un manque de contr\u00f4le des entreprises ayant gagn\u00e9 le march\u00e9, raison pour laquelle ces entreprises se comportent en \u00e9lectron libre.<\/p>\n<p>Il en est de m\u00eame pour les lignes budg\u00e9taires, non respect\u00e9es du fait de leur d\u00e9passement, quand d\u2019autres n\u2019ont connu aucun d\u00e9but. Le rapport annuel de performance qui devait \u00e9tablir le niveau de capacit\u00e9 de chaque portefeuille, y compris celui des entreprises soumissionnaires des travaux, n\u2019existait pas.<\/p>\n<p>La reddition intervient souvent apr\u00e8s plusieurs mois. Enfin, le Gouvernement provincial \u00e9tait de moins en moins convainquant quant \u00e0 la gestion, et brillait par sa non transparence, ce qui a fait de lui l\u2019objet de motions les deux derni\u00e8res ann\u00e9es.
